Cox Commission on Military Justice Reform

In 2009, the National Institute of Military Justice co-sponsored the second Commission on Military Justice, chaired by Judge Walter Cox III, former chief judge of the Court of Appeals for the Armed Forces. The purpose of the Commission was to consider whether the Uniform Code of Military Justice was meeting the needs of the military to provide an efficient and fair way to insure good order and discipline while also serving the criminal justice goals of a democratic society. The Commission submitted its report to the President, Congress, and the Department of Defense in the Fall of 2009. This program will discuss the changes proposed by the Commission and examine its impact to date.
