Tribal sovereignty involves navigating federal limitations on sovereignty and at the same time functioning as independent nations located within the United States. Navajo Nation President Joe Shirley Jr. is the keynote speaker for the conference and other participants include leading Indian law scholars from across the country. Tribal institution building involves the whole range of activities and challenges, from getting the most out of tribal gaming operations to setting up the right mechanisms for expressing dissent to supporting culturally appropriate judicial bodies.
