Dean Emeritus Claudio Grossman Elected General Rapporteur of the UN International Law Commission

A Landmark Appointment for Global Legal Leadership

The American University Washington College of Law (AUWCL) is proud to announce that Professor and Dean Emeritus Claudio Grossman has been unanimously elected as the General Rapporteur for the 76th session of the United Nations International Law Commission (ILC).

Confirmed on February 13, 2026, this prestigious appointment was initiated by the Group of Latin America and the Caribbean (GRULAC), representing members from Argentina, Brazil, Chile, Ecuador, Nicaragua, and Peru, and subsequently ratified by all other regional groups within the Commission. As General Rapporteur, Grossman will be responsible for drafting the ILC’s annual report and ensuring that its complex legal outputs are communicated with the coherence and accuracy required for the international community. He will also serve as the primary liaison presenting the Commission’s work to the Member States during the United Nations General Assembly Sixth Legal Committee.

The Commission’s work provides the structural foundations for the global legal order, having produced defining treaties such as the Vienna Convention on the Law of Treaties and the UN Convention on the Law of the Sea. Grossman was first elected to the ILC in 2016, he was re-elected in 2021 with 174 out of 193 votes, the highest count of any candidate. Grossman is one of the few members to have been nominated by two different nations, Chile and Sierra Leone.

Professor Grossman brings a wealth of experience to this role, having previously served as the Chairman of the ILC Drafting Committee and currently serving as the Special Rapporteur on the immunity of State officials from foreign criminal jurisdiction. His career at the UN also includes four terms as Chair of the UN Committee against Torture and two terms as President of the Inter-American Commission on Human Rights. As the ILC prepares for its 76th session to address pressing issues such as the prevention of piracy and the settlement of international disputes, Grossman’s leadership ensures that AUWCL remains at the heart of the efforts to shape the rules that govern the world.
