Current debate on the ‘strengthening’ of the Inter-American System

Description: The Academy has been closely following the permanent debate about the so- called “perfecting” or “strengthening” process of the Inter-American Human Rights System. Since 2009, the Inter- American Commission of Human Rights and the Inter-American Court of Human Rights have adopted new measures to improve their performance and respond to the concerns of many of the users of the Inter-American system.Since 2011, the Permanent Council and the General Assembly of the Organization of American States (OAS) have carried out a debate about the work of the Commission and a working group was created to this aim.As a result of this process, the Commission implemented significant changes to its Regulations, which were considered in an Extraordinary General Assembly of the OAS in March 2013. In this framework, the panel will evaluate the recent processes, the challenges that the System and its different actors and users will have in the future to preserve the integrity and effectiveness of the human rights supervisory bodies of the region.
