Description
This course offers an introduction to international trade diplomacy from the perspective of WTO’s member governments. It will discuss how governments influence international trade through diplomacy by looking at how domestic decision-making systems translate into objectives pursued at the international level. Discussion will include the domestic formulation of trade policies by major players, the promotion and implementation of these policies abroad through trade diplomacy, the use of trade policy tools as shields, swords and leverage in negotiations, the ins and outs of the WTO. Students will acquire (a) a better understanding of the central role of the WTO as the world's trade regulatory body and its three main functions of multilateral negotiations, monitoring and dispute settlement, and (b) a holistic view of diplomacy in the international trade order. The course offers the unique opportunity for students to learn about complex international trade issues from the perspective of governments and practitioners of trade diplomacy, and is recommended for those who want to understand the WTO, as well as the motivations behind the policies and actions of governments regarding international trade issues.
