Description
This course is an introduction to legislation, congressional procedures, statutory interpretation, and other skills lawyers need to assist clients with legislative matters. The course will combine theory and practice at every stage. Class readings will include historical and background materials, statutes, congressional debates, congressional reports, political theory/commentary, and cases. Students will have the opportunity to simulate the role of members of Congress, constituents, and advocates. The course focus will be on federal law and procedures. Students will examine the pervasive nature and fundamental importance of statutory law and learn how Congress works (or, in the eyes of some observers, often does not work). Students will gain skills to assist future clients through legislative and policy solutions in parallel with or as a substitute for judicial or other legal ones.
