Description
This seminar studies current energy law topics – topics that are at the forefront of public policy and debate. It focuses on the modern legislative and regulatory framework, and how federal and state regulators and policy leaders work cooperatively – or uncooperatively – to balance economic, environmental, and societal values. Course topics include: utility restructuring and modernization; development of competitive markets; climate change in public policies; hydraulic fracturing; transmission planning and cost allocation; energy market monitoring and manipulation; grid reliability and security; pipeline and hydroelectric construction; oil and natural gas transportation; and nuclear power.
Class grade is based primarily on a written paper on a current energy topic, not an exam, with secondary focus on classroom participation on weekly topics and end-of-seminar presentation of paper topic.
