Dr. Brazil David has been appointed by the Director General as ITSO’s Director of Legal Affairs in 2011, being responsible, inter alia, for managing the legal issues pertaining to the organization, preparing, overseeing and acting as the Secretary of the Assembly of Parties, supporting the organization’s relations with its stake holders, and promoting its initiatives. She is the Head of the ITSO Program on International Communications Regulation and Policy at American University Washington College and has been actively involved in initiatives such as the Broadband Commission for Sustainable Development, the World Economic Forum Internet for All, the Smart Sustainable Development Model Initiative, among others.

Dr. Brazil David is a Brazilian national, who received legal education in Brazil, England and the US. She holds a Masters of Law (LL.M.) in International Trade Law from the University of Essex in England and a Ph.D. in Law (S.J.D.) from American University Washington College of Law.

Dr. Brazil David has several years of experience in legal research and academia. Prior to joining ITSO, Dr. Brazil David worked as the Associate Director of the Brazil-US Legal and Judicial Studies Program and as an adjunct Professor at American University Washington College of Law.

She was born in Rio de Janeiro, Brazil. She is fluent in Portuguese, Spanish and English, with upper intermediate abilities in French.

Bjorn Arp

ASSISTANT DIRECTOR, INTERNATIONAL PROGRAM CURRICULUM DEVELOPMENT, AUWCL

Dr. Björn Arp is Assistant Director for International Program Curriculum Development. In addition, he is a Fellow and Adjunct Faculty at the Center for International Commercial Arbitration at the American University Washington College of Law. Björn Arp acts as counsel on a wide range of matters of international law. In addition, he is part of the List of Experts of the Independent Consultation and Investigation Mechanism of the Inter-American Development Bank, and of the FINRA (Financial Institutions National Regulatory Agency) list of arbitrators in the United States. Dr. Arp is an attorney admitted in the State of New York, and he is also admitted before the United States Court for International Trade.

Björn Arp has a Law Degree from the University of Alicante in Spain, a Doctorate in International Law from the University of Alcalá in Madrid, and a LL.M. in International Legal Studies from the American University Washington College of Law. He is a member of the American Society of International Law and the Inter-American Federation of Lawyers.

Ms. Aline Deffry is the Research and Administrative Assistant at ITSO. Ms. Deffry has a master’s degree in Projects Management from the Public Health School of Nancy (France) and a degree in Social and Health Science from the University of Lyon (France). Ms. Deffry is in charge of managing the platform. She will be the liaison between students and faculty. Please contact her with any questions or concerns about the course and she will get back to you promptly. Ms. Deffry is fluent in English and French.
