Welcome to the Tenth Annual Health Law and Policy Summer Institute!
June 12-17, 2017
Health law is an incredibly complex and dynamic field. It encompasses many diverse areas of legal practice, including litigation, regulatory counseling, and corporate practice, to name only a few. The field of health law has expanded significantly in recent years and will continue to grow in importance.
What is the Institute?
The Health Law and Policy Summer Institute at American University Washington College of Law welcomes both students and experienced professionals from around the nation. The Institute offers a diverse selection of courses, all of which are taught by leading health law experts. Each course delves into the legal, regulatory, policy, and compliance implications of the subject matter at hand and emphasizes practical insights and application.
Students may take the courses for academic credit, and professionals may earn continuing education (CLE) credit or a general certificate of participation. The Institute's flexible schedule includes both day and evening courses. Students taking the courses for academic credit may register for a maximum of two (2) academic credits per week.

False Claims Act in the Health Care Industry (719B1-001) (1 credit)

The False Claims Act, also known as the "Lincoln Law" after its primary proponent, President Abraham Lincoln, was initially developed during the Civil War. The Act was a response to war profiteering by military contractors who attempted to defraud the government. After many years and significant amendments along the way, the False Claims Act has become a very powerful fraud and enforcement tool for the government in its effort to combat fraud - especially in the health care industry. In fact, the government won or negotiated more than $2.5 billion in health care fraud judgments and settlements in fiscal year 2016, as reported in the Health Care Fraud and Abuse Control Program Annual Report for Fiscal Year 2016 released by DHHS and DOJ on January 19, 2017.

Pharmaceutical laws relate to the creation, sale, distribution, and use of pharmaceutical drugs and include intellectual property rights that protect drug manufacturers' research, safety standards, restrictions on marketing drugs to the public, and rules regulating how drugs may be prescribed and distributed. Students will examine these areas as well as fraud and abuse laws, policy trends, and First Amendment issues.
Health Care Business Transactions (719-008) (1 credit)

The health care industry is made up of a web of business transactions, including contracts, joint ventures, mergers and acquisitions, to name a few. Transactional lawyers are called upon to manage and negotiate complex transactions, while advising clients on legal issues. In this course, students will be exposed to the types of transactions that are prevalent in the health care industry and examine the key business and legal issues that arise.

Significant changes to the policies and laws surrounding health insurance coverage in the U.S. are anticipated in the coming months. In this course, students will examine the status of the Affordable Care Act as well as key principles of health care reform, including access to health care coverage, changes in provider payment systems that impact health care costs, and consumer responsibility in managing the costs of health care coverage.
