Ms. Ricca retired in December 2012, after almost 36 years with the Office of Chief Counsel of the Internal Revenue Service. She began her career with Chief Counsel in 1977 as an attorney in the National Office. From 1978 to 1988, she worked in several field where she was responsible for the trial or other resolution of cases involving International Tax issues, Partnership issues, Exempt Organizations and Employee Plans, and others. In 1988, she moved back to the National Office where she served as Special Assistant to the Associate Chief Counsel (Domestic) and then the Associate Chief Counsel (International). In 1997, she became the head of the Delaware/Maryland District Counsel Office in Washington. In 2001, she became the Deputy Associate Chief Counsel (International Field Service and Litigation). During her years with the Office of Chief Counsel, she taught many inhouse courses on a variety of topics including international tax, partnerships, procedure, and TEFRA.
