Martin Harty is a retired administrative judge who currently provides commercial mediation and arbitration services. He has been a mediator in the United States Court of Appeals for the Federal Circuit's Appellate Mediation Program since 2007. From 1990 -2006, he was a judge on the Armed Services Board of Contract Appeals. Before his appointment to the Board, he served in the Department of Defense: first as Chief Counsel of the Defense Fuel Supply Center (now DLA Energy) from 1974-1988; and then as Deputy General Counsel (Logistics), DLA from 1988-1990. He has taught the Government Contracts course at WCL since 1999. He a fellow of the ABA's Public Contract Section, a vice chair of the Section's ADR committee, and an associate editor of the Public Contract Law Journal.
