In addition to serving Of Counsel at Blank Rome LLP, Joan Chairs the Virginia Offshore Wind Development Authority (“VOWDA”)--an appointment by Virginia Governors Terry McAuliffe and Ralph Northam, where she promotes offshore wind and renewable energy for the Commonwealth of Virginia.

For VOWDA, Ms. Bondareff recently testified before the State Corporation Commission in support of Dominion Energy’s CVOW project. Joan also provides legal and policy advice to offshore wind projects in the US including matters pertaining to the Jones Act. She is the former Chief Counsel, US Maritime Administration. In 2018, Joan was appointed as Vice Chair, Additional (Policy), Marine Resources Committee of the ABA's Section of Environment, Energy, and Resources for the 2018–2019 term, and as Vice Chair of Committee Articles for the 2019–2020 term.
