The Inter-American System and the Debate on Reform

Description: During the last few years, the Inter-American system has faced a relentless debate about the so-called “perfecting” or “strengthening” process of its human rights mechanisms. Since 2009, the Inter-American Commission of Human Rights and the Inter-American Court of Human Rights have adopted new measures to improve their performance and respond to the concerns of many of the users of the Inter-American system. Recently, the States have generated a new wave of reform proposals that have been debated in the Organization of American States (OAS). Since 2011, the Permanent Council and the General Assembly of the OAS have carried out a debate about the work of the Commission and a working group was created to further this aim. As a result of this process, States proposed a series of recommendations and the Commission implemented significant changes to its Regulations. Those measures were considered in an Extraordinary General Assembly of the OAS in March 2013. In this framework, the panel will evaluate the recent processes, its results, and the challenges that the System and its different actors and users will face in the future in preserving the integrity and effectiveness of the human rights supervisory bodies of the region.
