Description

The topic of this seminar will be tax policy, primarily focused on federal taxes. It has two goals: first, to provide students with an introduction to issues relevant to political discussions of federal tax reform; and second, to develop the conceptual tools necessary to critically evaluate tax reform proposals. Each student will write a research paper addressing some aspect of tax policy. Topics covered in the class will likely include: taxation of labor vs. capital; consumption and “value added” taxes; rate progressivity; “death” taxes; and “tax expenditures.” Pre-requisite: Federal Personal Income Tax.
