Description

In the years since September 11, 2001, the law governing armed conflict has received unprecedented levels of attention and experienced significant change. The U.S.-led war against al Qa’ida (formerly styled the “global war on terror”) has presented particularly unique and complex questions regarding which law applies to the conflict, where it applies, when it applies, and to whom it applies. More than ten years after the attacks of September 11, 2001 and the beginning of the subsequent armed conflict against al Qa’ida, now is an ideal time to assess the legal developments and analyze the legal and policy issues associated with this non-traditional conflict. This course will examine both how the law has been affected by 9/11 and the armed conflict with al Qa’ida and how states, non-state armed groups, international organizations, diplomats, and varied legal frameworks have intersected and conflicted during the past decade.
