OBSERVATIONS THE COMMISSION DEEMS APPROPRIATE IN CONNECTION WITH THE COMMUNICATIONS THAT IT HAS RECEIVED During the period covered in this report, the Commission opened 432 specific cases of alleged violations of human rights upheld in the American Declaration of Rights and Duties of Man. In accordance with its Statute (Article 9 (bis c), the Commission feels that its Annual Report to the General Assembly should contain observations only on those cases whose examination has been concluded during the period covered by the report and where a disregard for human rights has been confirmed and, in addition' where the appropriate recommendations have been made to the government concerned, in application of the provisions contained in Articles 52 and 56 of its Regulations. Consequently, in compliance with the provisions contained in Resolution XXII of the Second Special Inter-American Conference (paragraph 4), in the Charter of the OAS (Article 150) and in Article 57 of its Regulations, the Commission submits to the General Assembly of the Organization for its consideration, those observations deemed appropriate with regard to those cases that meet the specifications indicated above.
