| Description: | Professor John Barton, the former Chair of the UK Commission on Intellectual Property Rights, and Pfizer CEO Jeff Kindler recently outlined a proposed global framework on medicine pricing to protect research and development incentives while promoting greater access to drugs in low and middle income countries. The proposal calls for trade agreement measures to restrain developed countries from excessive use of price controls while promoting price discrimination in middle income countries so that the richer segments of the population will pay more than poorer segments. Meanwhile, many global access to medicines campaigners and developing countries have been advocating for a new research and development framework that would delink the price of the product from the incentive to produce new medicines, e.g. through various proposals for prize funds, direct government funding of research and development and other means, while promoting full competition for the supply of needed products. | ||
