15. Climate Litigation, Liability and Compensation
The victims of climate change are not the same States that have caused most of the problem. Neither the Climate Change Convention nor the Kyoto Protocol meaningfully addressed the issue of legal liability, although several provisions did address the plight of particularly vulnerable countries.
