Project, a non-profit, non-partisan public interest law firm that helps "whistleblowers."
GAP has led the campaigns to enact, defend and monitor nearly all federal whistleblower
laws, including the Whistleblower Protection Act of 1989 and state of the art
corporate free speech rights in the Sarbanes Oxley law. As well as representing
or counseling over 1,500 whistleblowers, he has authored or co-authored three
books on whistleblowing, six academic or law journal articles, and numerous newspaper
editorials. Devine teamed up with Professors Robert Vaughn and Keith Henderson
of the Washington College of Law to co-author a model whistleblower law approved
by the Organization of American States to implement its Inter-American Convention
Against Corruption.
