Michelle M. Lindo McCluer has been the Executive Director of NIMJ since September 2008. She is a 1994 summa cum laude graduate of the University of Oklahoma. She graduated from the University of Oklahoma School of Law with honors in 1997 and served on active duty as a judge advocate in the United States Air Force from 1997-2008, where she concentrated in military justice. She served as a prosecutor, base defense counsel, and senior defense counsel in courts-martial throughout the western United States and the Pacific Rim. In 2003, Ms. Lindo McCluer began a three-year assignment as an appellate counsel, writing briefs and arguing cases before the Air Force Court of Criminal Appeals and the U.S. Court of Appeals for the Armed Forces. She spent her final two years on active duty as Assistant Director of the legal office at Andrews Air Force Base in Maryland, home of Air Force One.

Jonathan E. Tracy has been the Assistant Director of NIMJ since July 2008. He is a 1998 graduate of the James Madison University. He graduated magna cum laude from the Chase College of Law, Northern Kentucky University in 2001. Mr. Tracy served on active duty as a judge advocate in the United States Army from 2002-2005. In 2003-04, Mr. Tracy deployed to Baghdad Iraq in support of Operation Iraqi Freedom. In that capacity, he served as a claims judge advocate adjudicating over one thousand claims filed by local Iraqis for damage and death allegedly caused by U.S. military forces. He also served as a magistrate at Camp Cropper, where he reviewed detainee files of those captured by coalition forces to determine if there was probable cause to continue their detention. After leaving active duty, Mr. Tracy worked for the Campaign for Innocent Victims in Conflict. He was also a Human Rights and National Security Fellow at the Carr Center for Human Rights Policy at the John F. Kennedy School of Government, Harvard University.

Irina Vayner has been the Program Coordinator for NIMJ since November 2008. She is a 2007 graduate of American University. Prior to joining NIMJ, she worked as a Program Coordinator at the Women & Politics Institute at American University. She also interned on Capitol Hill for Congressman Ric Keller and at the U.S. Attorney’s Office for the Law Enforcement Coordinating Committee and Anti-Terrorism Unit.
