"Comprehensive Legislative Approaches to Combat Human Trafficking in Albania"
The dissertation will address the prosecutorial aspect to combat trafficking. While recognizing that trafficking is a social problem and we cannot prosecute our way out of it, criminalization plays an important role towards its elimination because it addresses prosecution in its entirety as well as protection and prevention in part. The ultimate goal of the dissertation is to provide a model anti-trafficking legislation that addresses basic elements that should be incorporated in any anti-trafficking legislation. While there is no model anti-trafficking legislation that could be applied to every country, I believe that there are six basic elements of anti-trafficking that any legislation must reflect: criminalization, sentencing, victims' rights, adoption of a "3-P" approach, targeting the trafficking enterprise in its entirety, and the adoption of transnational measures.
