Meet the Spring 2014 LLM Board



- President –

Our current president, Antonio Morelli, is an Italian jurist attendign the LL.M. program at the American University - and assistant at the Academy of Human Rights and International Humanitarian Law. He graduated from the Bocconi University School of Law of Milan and then obtained a LL.M. degree in European Union Law at the Carlos III University of Madrid. Based on his international profile, and personal interest in the international sector, he chose to move to Washington D.C. and seize the opportunity to achieve a strong and solid foundation in the fields of international law and diplomatic relations. He will serve as president through value and passion.


- Secretary General –

Noga Cohen is an Israeli lawyer from Jerusalem. Prior to enrolling in the LL.M. program, she was with the Jerusalem District Attorney's office. Noga is a graduate of Tel Aviv University and served as a combat fitness instructor in the Israel Defense Force.



- Treasurer –

Javier is a Salvadoran attorney. He obtained his law degree from Universidad Dr. José Matías Delgado in El Salvador. He has more than five years of experience working for a Salvadoran law firm. His practice focused mainly in corporate and business law. Currently, he is specializing in International Business Law.


- Delegate for Academic Affairs –

Mariel Ortega is a graduate of the School of Law, Faculty of Law and Political Sciences, of the Pontificia Universidad Catolica Madre y Maestra (PUCMM), Santo Domingo, Dominican Republic, with a law degree (LLB), mention Magna Cum Laude, in 2013. Ms. Ortega is a member of the Dominican Bar Association. She is also a member of the Dominican Chapter of the Latin American Council of International and Comparative Law (COLADIC-RD). Ms. Ortega has worked in the private sector as Associate Attorney at the Governmental Practice Group at González & Coiscou in Santo Domingo. She has also worked in the public non-profit sector as Legal Counselor of LGBTI's NGO's in her home country.



- Director of Human Rights -

Lucas Martínez-Villalba M. is a Colombian attorney, he currently holds a Master’s Degree in Human Rights from the Universidad Iberoamericana in Mexico City. He obtained an Honorable Mention for his thesis on the application of the word “Terrorist” for rebel groups such as the FARC guerrilla. In the present time, Lucas work as an adjunct Professor at Villanova University Law school. Prior to that, Lucas was an associate at Rios Ferrer, Guillén-Llarena, Treviño & Rivera LLP in Mexico City where he practiced in the firm’s Administrative Law area, especially working in Public Private Partnerships, Corporate and Immigration Law.


- Director of Cultural Affairs -

Stéphanie  Attil is a French LLM student with a Master’s degree in European and International Law, specialized in French and Common Law from the University of Paris X. Her areas of interest are mainly human rights and international humanitarian Law. Ms. Attil is planning to sit for the NY Bar in July. Before coming to D.C. Ms. Attil served as an intern at the French Public Agency for International Development.


- Event Organization Manager -

Grégoire is a French attorney with a Master’s degree in bilingual studies of French and American law from the University of Nanterre, France. During his four years of studies in France, Greg focused mainly on the European and International Human Rights systems. As an LLM candidate in American University, Mr. Rialan is planning to sit for the NY Bar in July. Prior to coming to D.C Grégoire lived 5 years in Italy a country in which his heart remains.


- Delegate for External Affairs -

Joy Xiao is a Chinese lawyer from Beijing Yingke (Chengdu) Law Firm. She graduated from Sichuan University School of Law in 2010. Ms. Xiao has been practicing corporate law, international business law and intellectual property law for more three years. In 2013, She interned in an American law firm in downtown L.A. where she worked with American attorneys in civil law, business information and immigration cases. She is now a LLM in ILSP program specialized in International Trade law and International Business Law. She likes all outdoor events, reading and cooking.



- Director of Social Affairs and Public Relations -

Moustapha Goumballa is a Senegalese lawyer who worked as a consultant for the Programs for Africa and Freedom Endowment (PAFE) at Phelps Stokes, a 100 year-old-American nonprofit organization. Mr. Goumballa holds a Bachelor’s degree, a Master’s degree in International law with a focus on International Relations from University Cheikh Anta Diop and a degree of Advanced Legal Studies at the Institute of Human Rights and Peace in Dakar where he served as a Human Rights activist. Mr. Goumballa worked as an Africa Program intern for Search for Common Ground (SFCG) in DC as well as a Legal Intern for the Office of Legal Affairs of the United Nations (UN) in New York. He is currently specializing in International Business Law.


- Media and Advertisement Coordinator -

Miora Rakotonirina is an attorney from Madagascar. She obtained her Master’s degree in Business Law from the Catholic University of Madagascar and her Bachelor’s degree in Public Law from the Center for Distance Education of Madagascar. Miora is currently an LL.M. candidate specializing in International business law, focusing particularly on Banking and Financial Institutions. Before coming to the Washington College of Law she worked as an intern in different insurance companies while she wrote her Master’s thesis on the risk management in the banking profession and the way to protect financial institutions from these risks.



- Sport Oraganization Manager -

Abdulaziz Alghamdi, from Saudi Arabia, is a current LL.M. candidate at the Washington College of Law. He was granted his law degree from King Abdulaziz University in Jeddah in 2011. Prior to receiving his scholarship to pursue a masters degree specializing in international business law he worked in a private law firm litigating in business and commercial disputes. Abdulaziz who has spent a significant duration of his upbringing in the United States allowed him to diversify his lingual fluency in both Arabic and English.
