Communication 1911 (Uruguay)

1911, of February 17, 1975, denounces the arrest of Mr. Mauricio Rosencof who allegedly has been held prisoner for three years without having been brought to trial. Mention is also made in the denunciation of other prisoners such as Sendic, Marenals, Engler, Wasso, Zabalza, Mujica, Manera and Fernandez (without giving their first names).

Since the denunciation did not meet all the requirements set forth in Articles 38 and 54 of its Regulations, in a letter dated February 28, 1975, the Secretariat requested the claimant to provide the additional information required.

The Commission examined this case during its thirty-fifth session (May 1975) stating that the claimant had not provided the additional information requested. However, in view of the seriousness of the matter as denounced in the complaint, it decided to request the Government of Uruguay to provide the appropriate information, in accordance with the Regulations of the CIDH.

Pursuant to this decision a note was sent to the Government of Uruguay on August 7, 1975. A copy of that note was sent to the Uruguayan Mission to the OAS on August 18, 1975. on August 25, the claimant was informed of the measures take in the case.

During its thirty-sixth sessions (October 1975) the Commission continued its examination of case 1911 and decided to postpone its study of the case until the next sessions, once the Government of Uruguay had provided the information requested.
