At its Twenty-fifth Session (March 1971), the Commission considered communication No. 1678 together with a report presented by the rapporteur, and decided to declare it inadmissible pursuant to Article 39 d) of its Regulations, since it refers to acts or situations that are not related to disrespect for human rights on the part of the government against which the complaint is directed.
