Daniel D. Bradlow, Professor of Law and Director of the Washington College of Law (WCL) International Legal Studies Program, presented "Toward Strengthened Contingent Finance Capacity" at a conference on "Globalization in Crisis: An Agenda for the World Economy," held at American University on December 18, 1998. On February 18-19, 1999, Professor Bradlow participated in two panel discussions at the annual conference of the International Studies Association in Washington, D.C. The first panel was a roundtable entitled "International Trade and Investment: Current Issues and Legal Developments." During the second discussion, Professor Bradlow spoke on "New Approaches to Human Rights Implementation."
Robert K. Goldman, Professor of Law and Co-Director of the Center for Human Rights and Humanitarian Law (Center), was elected President of the Inter-American Commission on Human Rights (IACHR) on February 22, 1999 (see article on page 2).
Claudio Grossman, Dean, Co-Director of the Center, and member of the IACHR, presented a paper entitled "The Future of the Inter-American System for the Promotion and Protection of Human Rights" on December 7-8, 1998, at a symposium organized by the Inter-American Development Bank (IADB) and the Latin American Jewish Congress on "Combating Poverty in Latin America at the Close of the Millennium." On December 12, 1998, Dean Grossman presented a paper entitled "Inter-American System on Human Rights and the New Hemispheric Reality" at the International conference on the 50th Anniversary of the Universal Declaration of Human Rights, held at Utrecht University in Utrecht, the Netherlands. On December 28, 1998, he presented a seminar on "Impunity and Human Rights" for Diario la Tercera in Santiago, Chile. In January 1999, Dean Grossman attended the Annual Meeting of the Association of American Law Schools (AALS) in New Orleans, where he organized a program entitled "Addressing the Challenges of an Inter-Connected World: The Role of Law Schools." On January 28 and 29, 1999, Dean Grossman argued the case of Villagrán Morales et al v. Guatemala before the Inter-American Court on Human Rights in San Jose, Costa Rica. On February 5, 1999, he presented the keynote address, "International Human Rights Law in the 21st Century and the Pinochet Case," at the 25th Anniversary Conference of the Law Union of Ontario. During February 22 to March 4, 1999, session of the IACHR, Dean Grossman was elected Second Vice President. On March 23, 1999, the Washington Foreign Law Society (WFLS) awarded Dean Grossman the Harry Le Roy Jones Award, given annually to honor distinguished contributions to the practice and teaching of foreign and international law.
Beth Lyon, Practitioner-in-Residence at the WCL International Human Rights Law Clinic, published a chapter entitled "Expedited Practice: Assisting Refugees Subjected to Expedited Removal" in the Practicing Law Institute's Immigration and Naturalization Handbook. In November 1998, Professor Lyon made a presentation regarding litigation strategies before the IACHR at a meeting held at the Ford Foundation in New York City.
Claudia Martin, Co-Director of the Inter-American Human Rights Digest Project, co-authored the casebook La Dimensión Internacional de los Derechos Humanos. The book, which is the product of a joint effort between the IADB and the Center, is available at the IADB bookstore (idb-books@iadb.org).WCL Dean Claudio Grossman will host the presentation of the casebook on May 18, 1999.
Oscar Schiappa-Pietra, Adjunct Professor of Law, is a member of the Managing Team and Coordinator of the "Brothers for Health, Brothers for Peace" initiative of the Group of Maryland Program, which promotes peace-making initiatives between the peoples of Ecuador and Peru. He published articles on issues related to democratic development in the Americas in newspapers such as El Nuevo Herald, a well-respected U.S. Hispanic newspaper. The IADB-sponsored Programa Bolivar has invited Professor Schiappa-Pietra to lecture on "The New Legal and Political Challenges of European Integration" in April 1999 in Lima, Peru.
Diego Rodríguez Pinzón, Co-Director of the Inter-American Human Rights Digest Project, co-authored the casebook La Dimensión Internacional de los Derechos Humanos. He also worked with Claudia Martin to create a web page that provides on-line access to the Spanish-language version of the Inter-American Human Rights Digest, available at http://www.wcl.american.edu/pub/humright/repertorio.
Herman Schwartz, Professor of Law and Co-Director of the Center, represented the Office for Democratic Institutions and Human RightsOrganization for Security and Cooperation in Europe at the European Commission for Democracy Through Law, held by the Council of Europe in Venice, Italy, December 11-12, 1998. In December 1998 he also analyzed proposed amendments to the Georgian Constitutional Court law. On January 21, 1999, in Washington, D.C., Professor Schwartz addressed World Bank staff on insult and defamation laws around the world. In February 1999, Professor Schwartz analyzed proposed amendments to the Armenian Constitution at the request of the Armenian Constitutional Court, and, on March 22, 1999, he answered questions about U.S. constitutional law from Chinese scholars, journalists, and public officials on the Voice of America WorldNet interactive television program.
Richard J. Wilson, Professor of Law, Co-Director of the Center, and Director of WCL's International Human Rights Law Clinic, co-authored The Rights International Companion Series: Criminal Law and Procedure. He also served as Reporter for the National Symposium on Indigent Defense, sponsored by the U.S. Department of Justice, on February 25 and 26, 1999, in Washington, D.C. Professor Wilson became a member of the Advisory Panel of the International Legal Aid and Defender Development Manual (a project of the National Legal Aid and Defender Association). In February 1999, he participated in a panel discussion, "Fighting Impunity: The Pinochet Proceedings in London and International Accountability in the Next Century," as part of the National Lawyers Guild Mid-Atlantic Regional Conference in Baltimore, Maryland. In February 1999, Professor Wilson was also part of a panel, "Non-English-Speaking Clients: Language and Cultural Barriers," during the Workshop on Low Income Taxpayer Clinics, organized by WCL and the ABA Section on Taxation. In March 1999, he participated in the panel discussion, "The Third Leg of the Three-Legged Stool: Indigent Defense Supporting the Justice System," hosted by the U.S. Department of Justice in Washington, D.C. Also in March 1999, Professor Wilson participated in a panel discussion hosted by the D.C. Bar International Law Section and other bar committees on "The Pinochet Case: Should He Be Tried and, If So, Where?" On April 8, 1999, he organized a conference entitled "Socioeconomic Justice in Post-Rights America" as part of the WCL Founder's Celebration.
The Center is pleased to announce that Ernesto de la Jara, Director of the prestigious Instituto de Defensa Legal, a human rights nongovernmental organization based in Lima, Peru, will be working at the Center as a Visiting Fellow for three months during the spring of 1999. De la Jara will be conducting research relating to the Inter-American human rights system.
