William Carroll is an attorney at law residing in the District of Columbia. From 1995-2009, Mr. Carroll practiced in the Washington, DC office of the Dykema law firm with a focus on government contracting and export controls. Prior to joining Dykema, Mr. Carroll had served as an attorney in various components of the Department of Defense for over 30 years. In 1985, he was appointed as the first General Counsel for the Strategic Defense Initiative Organization, a position from which he retired in 1994. Since 1996, Mr. Carroll has taught the Government Contracts course at WCL. He is also a Lecturer in Space Law at the Columbus School of Law, The Catholic University of America. He is a Director of the Procurement Roundtable and a member of the International Institute for Space Law.
