Donald Goldberg
is a Senior Attorney at the
Center for International Environmental
Law and an Adjunct Professor of Law at The American
University's Washington College of Law, where he teaches International
Air Pollution Law, International Institutions and Environmental
Protection, and Trade and Environment. At CIEL, Professor Goldberg
focuses on climate change, energy, and forest issues and is currently
heading are view of the "joint implementation" pilot phase under the Framework Convention on Climate Change. Professor Goldberg has been attending the negotiations of the
climate change protocol, where he has provided legal advice to
environmental NGOs. He has served on several expert panels on joint
implementation and has published an array of papers on the topic,
including his most recent Restoring the Balance: Using Remedial Measures to
Avoid and Cure Non-Compliance under the Kyoto Protocol. In addition, Professor Goldberg also conducts
research on the export of hazardous waste, multilateral development
banks, international trade, and environmental impact assessment and he
co-authored a book on multilateral environmental agreements and the
GATT/WTO published by the
United Nations Environment Programme.
He has conducted environmental impact assessment training in Bulgaria, the Czech Republic, Romania, and Slovakia. Many of Professor Goldberg's publications regarding climate change are available on-line.
