Barry Breen is a member of the
adjunct faculty at the Washington College of Law at American University,
where he teaches Environmental Law and Advanced Environmental Law:
Liability and Torts. He is Director of the Office of Site Remediation Enforcement in the U.S.
Environmental Protection Agency's Office of Enforcement and Compliance
Assurance. Previously, he was Deputy Director and then Director of the
Federal Facilities Enforcement
Office and its organizational
predecessor. Before coming to EPA, Professor Breen was Editor-in-Chief
of the Environmental Law Reporter, Trial
Attorney at the U.S. Department of Justice Criminal
Division, and Assistant to the General Counsel, Office of the Secretary of the
Army He was managing editor of Sustainable
Environmental Law, which won the 1993 award from the Association of American Publishers for Best New Book in the legal scholarly category. He
wrote the annual competition problems for the National Environmental Moot Court for 1990 through 1997. Professor Breen graduated from
Princeton University and received his law degree from Harvard Law School.
